So if they have all this money and are back in the big time, why are they not spending it? Why are they now on a UEFA watchlist for FFP?

Because they have serious financial issues that need to be addressed. The £100m in losses needs to be recouped and that leaves them in a pickle.

How do they strengthen the team whilst playing by the rules? Well, it seems they haven’t.
